If your primary use is voice, either H.323 or SIP would work and there is a trend with service providers today to offer SIP "trunks". (Personally, I find the term "SIP trunk" funny, since it goes against the whole idea of SIP in the first place of not being a "telco" type of protocol. But, that's a...
