Avaya uses H.323 protocol, but extends the protocol with their own proprietary signal.
How can get/buy this documentation h323? there any patner program?

That's really a question that would likely have to be directed to Avaya, but I'm sure there is a partner program.
From what I recall, Avaya sometimes used H.323 Annex F. They also did something similar to H.460.6, but perhaps the implementation pre-dated the specification.
In any case, if the desire is to just interwork with what they're doing, then you can likely figure out most of it just by looking at signaling traces.
