What does H.323 and SIP do?

What does H.323 ans SIP do? Those things are essential in my computer. I have no background on that so please can you elaborate and explain further about H.323 and SIP?

H.323 and SIP are protocols to allow voice and video communications over the Internet. They are widely used in various products from manufacturers, including Cisco, Polycom, Lifesize, etc. There are also used by many service providers, including AT&T, Verizon, France Telecom, China Unicom, NTT, etc.
