I also could not log in in Windows 10 -- Same nonsense C++ requirement failed both with 64-bin and 32-bit formats.
I was able to log in using the "console" version for 64-bit windows. A short test confirmed that the encryption was working.

In the ZIP file you downloaded is a text file that explains how to install the software. You're likely running setup.exe when you should be running aescrypt.msi.
