Do I have to buy this APP twice? i have it on my iPhone and iPad?

It sounds like you are referring to the iOS version of AESCrypt. If you use the same Apple ID on both devices, you will not need to pay for the upgrade twice.
Proceed through the "Upgrade to Enable All Features" process in AESCrypt on your new device (be sure that device is using the same Apple ID you originally used to purchase the upgrade). Click the "Upgrade for $1.99" link. It will prompt you to "Confirm Your In-App Purchase". Click Buy and you will see a popup stating, "You've already purchased this. Would you like to get it again for free?" Press OK and the app will be upgraded on your new device with no charge.
